My Lord,

With reference to Mr. Long's Secret Circular Despatch of 26th. November, 1918, I have the honour to state that no postal conventions have ever been made bet- -ween the Hongkong Posts and Austria, Bulgaria or Turkey.

There are however three agreements which have been made between the Hongkong and the German Poste,

details of which are as follows:-

(a). Convention for the exchange of Money Orders

between the Imperial German Postal Administra-

-tion and the Postal Administration of the

British Colony of Hongkong. Done in duplicate

and signed in Berlin by the Secretary of

State on 5th. May, 1905.

Signed in Hongkong by Mr. L. A. M. Johnston,

10th. August, 1905.

(b). Supplement to the Money Order Convention.

Done in duplicate and signed in Berlin by the

Secretary of State on 14th. May, 1907. Signed in Hongkong by Mr. S. B. C. Ross, 5th.

April, 1907.

This extends (a) with certain modifications to

the German Protectorate of Kiautschou, and

makes Hongkong an intermediary for orders drawn in Kiautschou on other countries with

which Hongkong has money order agreements,
